Brief Description Job Summary Under general direction and in compliance with standard operating procedures and policies, supervises and coordinates the daily operations of Solid Waste curbside collection programs. Oversees all residential waste and recycling collection methods and practices along with street sweeping operations. Understands and implements safety procedures in compliance with laws and regulations to ensure a safe working environment. Plans routes, schedules staff, and assigns work. Coordinates and monitors training for new and existing employees. Coordinates and supervises seasonal and special events. Performs a variety of general administrative duties to include preparing reports and handling citizen complaints.
Job Duties Essential Functions Essential Functions % of Time - Supervise Employees and Ensure Safe Workplace: Provide supervision and support to employees within assigned area of responsibility. Align daily activities of work unit with departmental goals, policies and procedures. Set performance goals, coordinate work activities/assignments, monitor, and evaluate staff work. Provide supervisory oversight and ensure accountability for all employees. Review employee performance on an ongoing basis; conduct performance reviews; coach and counsel employees; and take timely and effective disciplinary action consistent with Human Resources policies. Provide all necessary documentation to support disciplinary decisions. Review bi-weekly payroll for accuracy and approve time sheets via electronic timekeeping system. Review and manage leave requests. Conduct staff meetings to exchange information. Coordinate job postings with Human Resources Employment Administrator, review resumes, and assist in interviews and selection of staff. Ensure staff compliance with all relevant safety policies and procedures. Take corrective action regarding accident investigations as directed and appropriate. Promote a safe work environment by conducting safety meetings and providing pertinent updates on safety issues and demonstrate use of safety equipment required for the job. Conduct reviews of all injuries and accidents and implement changes and/or training to enhance safety practices. Comply with accident and incident reporting procedures. Ensure all accidents/incident documentation is completed and processed. Report any workplace accidents to the Solid Waste & Recycling Manager as well as the Employee Health Clinic within required timeframes.

- Coordinate Solid Waste Curbside Operations: Coordinate and direct daily workflow of Solid Waste curbside collection and street sweeping programs to ensure efficient operations and high productivity. Oversee all residential waste and recycling collection methods and practices. Plan routes, schedule staff and assign work. Prepare and maintain daily, weekly, and monthly reports and spreadsheets (i.e., tonnage reports for load taken to outlet for disposal, accident/incident reports, employee work assignment/s vehicle- equipment reports, etc.) Monitor work management system for daily service requests and citizen complaints. Coordinate resolution of complaints, taking corrective action as necessary. Meet with the public as necessary to resolve complaints. Document corrective actions taken and the resolution of complaints in work management system.

- Conduct Equipment Operator Training: Coordinate, implement, and monitor the Solid Waste Division Equipment Operator in Training Program. Support the development and equipment operating skill's enhancement procedures for new and existing employees. Evaluate and assess equipment operating skills for proficiency and safety. Conduct field inspections to determine when an Equipment Operator can operate safely without a trainer present. Oversee staff daily vehicle inspections for Department of Transportation (DOT) vehicle pre-and post-trip compliance inspections. Inspect CDL vehicles for physical damages and ensure cab of trucks are clean and free of loose debris. Monitor GPS systems installed in Solid Waste vehicle. Ensure ongoing training and development for existing employees to enhance skills and proficiency related to assigned equipment, as well as develop knowledge and skills in the operation of all solid waste equipment.

- Coordinate Seasonal and Special Events: Coordinate and supervise waste collection and downtown cleaning at special events. Provide assistance where needed in parking garages to include pressure washing City facilities and cleaning up after special events as needed. Supervise temporary seasonal employees during the leaf collection season to keep downtown area clean.

- Maintain Records and Perform Administrative Functions: Maintain departmental records in accordance with City policies and procedures. Oversee and ensure proper maintenance and upkeep of vehicles in Public Works facility. Maintain vehicle records and prepare reports on vehicle and Fleet facility maintenance. Monitor supply levels and purchase materials and supplies as needed to maintain efficient operations. Work with City vendors on purchases and pickups. Enter work orders into the inventory and work management systems as well as route optimization software.

Qualifications Job Requirements - High school diploma or equivalent.
- Over four (4) years of experience in solid waste operations.
- Solid Waste Association of North America (SWANA) Certified Manager of Collection System Certification within first year of employment, or within time period specified by department manager.
- FEMA Certification ICS 100,200,552,700 and 800 within one (1) year of employment.
Preferred Qualifications - Prior supervisory experience in solid waste operations.
Driver's License Requirements - Valid South Carolina Class B Commercial Driver's License (CDL), or the equivalent CDL from their state of residence.
- Please be advised: Applicants who do not intend to relocate to South Carolina, must reside in a neighboring State (Georgia or North Carolina) and must meet the same CDL requirements as residents of South Carolina. In addition, employees residing in a neighboring state are required to provide to the City of Greenville an annual Motor Vehicle Record from their state's Department of Motor Vehicles at the sole cost of the employee.
Performance Requirements Knowledge of: - The safe operation of commercial vehicles and heavy equipment, including complete familiarization with their systems and safety features.
- Solid waste and recycling disposal operations, materials, methods, practices, and equipment necessary for efficient disposal and/or transfer of refuse and recycling materials.
- Traffic rules, regulations, and laws and procedures for the safe operation of commercial vehicles and heavy equipment.
- State of South Carolina Department of Motor Vehicle license requirements.
- Geography and roadways of service routes.
- Pre- and post-trip vehicle maintenance requirements.
Ability to: - Provide training, guidance and direction to subordinates; assign and monitor work for accuracy and completion.
- Coordinate equipment training with the use of electronic aids and presentation tools.
- Operate commercial vehicles and heavy equipment safely as well as train new or existing equipment operators in the use of all equipment.
- Operate vehicle two-way radio system, and specialized on-board equipment.
- Operate and/or utilize all standard safety equipment installed in/on vehicles and equipment, including safety harnesses, restraints, fire extinguishers, and any other equipment required by federal, state, or local regulations.
- Ensure pre- and post-trip inspections are properly performed and documented.
- Read and understand maps and schedules in multiple formats, as well as orient locations.
- Read, understand, and enforce rules and regulations, vehicle operating procedures, vehicle laws, and written and oral instructions.
- Utilize a variety of communications and interpersonal skills to interact successfully with people at several levels inside and/or outside the organization.
- Report accidents, injuries, and incidents immediately.
- Deal with a system of real numbers; and practical application of fractions, percentages, ratios/proportions and measurement.
- Work a flexible schedule that includes nights, weekends, holidays, and a reasonable amount of overtime.
- Write reports and compose emails in a clear and professional manner.
- Operate general office equipment to include scanner, printer, copier, telephone, calculator, smart tablet, and computer with Microsoft Office Suite.
- Utilize specialized software and systems to include timekeeping system, work management system, and mapping system.
Other Information Working Conditions Primary Work Location: Office environment and outdoors (Residential Collection).
Protective Equipment Required: Steel toe shoes, safety glasses, gloves, and reflective vest.
Environmental/Health and Safety Factors: Frequent exposure to unpleasant environmental conditions and/or hazards. Majority of work performed outside or with exposure to risk. Daily exposure to extreme temperature, wetness and/or humidity, respiratory hazards, noise and vibration, and physical hazards.
Physical Demands: Continuously requires reaching, vision, foot controls, hearing, and talking. Frequently requires standing, fine dexterity, walking, sitting, and handling/grasping. Occasionally requires lifting, carrying, pushing/pulling, climbing, bending, crouching and stooping, and twisting. Light strength demands include exerting up to 20 pounds occasionally, 10 pounds frequently, or negligible amounts constantly AND/OR walking or standing to a significant degree.
Mental Demands: Frequently requires time pressures, frequent change of tasks, performing multiple tasks simultaneously, working closely with others as part of a team, and tedious or exacting work.
