Payroll Manager

Location: Garland, TX (On-site 3 days/week)

Type: Full-Time | 6-Month Contract-to-Hire

Pay Rate: $50-55/hour

We are seeking a highly experienced Payroll Manager to lead payroll operations for a growing organization in the communications technology and field services industry. This is a contract-to-hire opportunity based in Garland, TX, reporting directly to the Head of HR.

Following recent expansion—including the addition of Canadian employees and planned onboarding in Mexico and Brazil—this role is critical in ensuring compliance, accuracy, and a seamless employee experience across multiple countries.

About the Role

This is a hands-on leadership role with full ownership of payroll activities for approximately 1,300 employees across the U.S. and Canada. With limited analytical support provided by a third-party vendor, the Payroll Manager is responsible for overseeing all employee-facing responsibilities, validation, compliance, and continuous improvement. A strategic mindset, strong attention to detail, and a proactive approach to problem-solving are essential for success in this position.

Key Responsibilities

  • Manage end-to-end payroll operations for U.S. and Canadian employees; support expansion into Mexico and Brazil.
  • Oversee timely and accurate payroll processing, including salary calculations, tax deductions, benefits administration, new hire/termination processing, and pay rate changes.
  • Balance and validate payroll data prior to processing; identify and resolve discrepancies independently rather than relying solely on system automation.
  • Ensure compliance with federal, state/provincial, and local wage and hour laws in all operating regions.
  • Oversee compliance with prevailing wage requirements for applicable projects, including fringe rate calculations, certified payroll submissions, and required reporting.
  • Set up and manage new tax accounts and jurisdictions as the organization grows geographically.
  • Maintain organized payroll records, reports, and documentation to support audits and internal reviews.
  • Respond to and resolve employee payroll inquiries promptly and professionally.
  • Collaborate with HR, Finance, and external vendors to ensure accuracy, process alignment, and consistent communication.
  • Recommend updates to payroll policies, systems, and procedures to improve efficiency, compliance, and service delivery.

Required Skills & Qualifications

  • 7+ years of payroll experience, with demonstrated ownership of multi-country payroll operations.
  • Strong understanding of U.S. and Canadian payroll regulations; experience processing payroll in both countries is required .
  • Experience with prevailing wage compliance, including certified payroll and fringe benefit calculations.
  • In-depth knowledge of payroll tax compliance, payroll system balancing, and internal control best practices.
  • Experience setting up and managing tax accounts across multiple jurisdictions.
  • Strategic thinker with strong problem-solving skills and meticulous attention to detail.
  • Proficient in Paycom or similar payroll software; skilled in Microsoft Excel and payroll-related reporting.
  • Must be based in the U.S. and available to work on-site in Garland, TX three days per week.
