Hours of work: 40-hour work week
8 hours per day: 8 a.m. to 5 p.m. Monday through Friday (5 days a week with 1 hour lunch break.
OR
10 hours per day: 7 a.m. to 5:30 p.m. 4-day workweek with 1/2-hour lunch break. After completing probationary time frame.

Technical work in the collection and analysis of economic, legal, structural, and sociological data in order to determine just value of varied types of property in accordance with statutory provisions.

Interview process:

Appraiser I /Appraiser II: Depending upon qualifications.
  • Perform field evaluation duties in the implementation of the appraisal process.
  • Review section maps, plats, surveys, sketches, aerial photographs, and various other documents of a technical and/or legal nature.
  • Assist in the appraisal of varied types of property.
  • Assist in the assessment of commercial and industrial properties including use of the income approach to value under stringent supervision.
  • Estimate allowances for physical deterioration, functional and economic obsolescence when using the cost approach to value.
  • Contact property owners and obtain information for use in evaluating property.
  • Compile records necessary for building and land appraisals including building permits, blueprints, maps, zoning classifications, legislative resolutions, variances, deed restrictions, special permits, and folios.
  • Measure perimeter of structures. Draw sketches to scale. Compute land area and perimeter of structural improvements when necessary.
  • Review property records and other data for physical characteristics, area development, accessibility, population trends, transportation, schools, community facilities, and compliance with zoning and related regulations.
  • Compile recent sales data from local governmental records, title and abstract sources, newspaper reports, and real estate listings.
  • Verify and adjust data based on differences in physical, legal or economic factors in order to ascertain indications of market value (subject to supervisory review).
  • Perform market studies to ascertain changes in market conditions and resulting needed changes in assessment practice.
  • As required, attend Value Adjustment Board hearing to discuss evaluations.
  • Attend work on a continuous and regular basis.
  • Respond to emergency situations.
  • Must obey federal, state, county and local laws.
  • Perform other duties as assigned.

Minimum Requirements

Appraiser I: Salary - $18.98 per hour

Graduation from high school or possession of a GED and two (2) years' experience in a Property Appraiser's office, real estate or property appraisal. A comparable amount of education, training, or experience may be substituted for the minimum requirements.
  • Must possess and maintain a valid Florida driver's license.
  • Must be designated as a Certified Florida Evaluator by the State of Florida within three (3) years of hire date.
Appraiser II: Salary - $21.03 per hour

Graduation from high school or possession of a GED and four (4) years' experience in a Property Appraiser's office, real estate or property appraisal.

A comparable amount of education, training, or experience may be substituted for the minimum requirements.
  • Must possess and maintain a valid Florida driver's license.
  • Must be designated as a Certified Florida Evaluator by the State of Florida within three (3) years of hire date.

Knowledge, Skills & Abilities


  • Knowledge of the cost and market approaches to value.
  • Knowledge of other market research techniques related to the resolution of real estate valuation problems or construction materials, methods, techniques, and construction estimating.
  • Be able to read, write, and interpret all types of legal descriptions, including metes and bounds, as well as the ability to locate property on County parcel maps.
  • Be able to explain and discuss assessment information and procedures with members of the general public in a tactful and responsible manner.
  • Be able to communicate effectively both orally and in writing.
  • Be able to establish and maintain effective working relationships.
  • Be able to work under stressful conditions.
  • Must be able to relocate to other county locations based upon operational needs.

SPECIAL WORKING CONDITIONS

All employees of the Volusia County Property Appraisers office may be called upon to assist in a declared emergency situation (i.e. Hurricane, Tornado, Fire and etc.).

ADA REQUIREMENTS:

Physical Demands: Ability to traverse uneven, wet terrain. Ability to see, hear, talk and reach. Visual acuity (depth perception, peripheral vision) necessary to operate a motorized vehicle.

Environmental Demands: Inside and outside work. Ability to tolerate inclement weather including rain, heat, humidity, cold, etc.

Mental Demands: Ability to read and comprehend maps, blueprints, aerials; legal statutes, ordinances, documents; reports, financial reports, memos, letters, instructions. Ability to perform basic math. Ability to speak clearly and concisely; conversant in theory and practices of property appraisal. Ability to write reports, summaries and letters.
